Job Seekers Exemption Certificate
The Job Seekers Exemption Certificate (JSEC) is the Free Market Foundation’s proposal for a quick solution to South Africa’s debilitating joblessness crisis. A JSEC in the hands of a person who has been unemployed for a period of time and unable to find work will empower them to exempt themselves from the so-called ‘protections’ offered by South African labour law. This will allow them to enter into a mutually agreed employment agreement with a prospective employer without the third-party interference of government.

The steps taken must offer hope of economic betterment to the millions of South Africans who are jobless and unskilled. The purpose of this paper is to suggest a way in which this can be done.
