South Africa has one of the world’s highest unemployment rates. This mass joblessness is caused primarily by government policy. The Free Market Foundation advocates a wholesale liberalisation of the labour dispensation, and the adoption of a Job Seekers Exemption Certificate (JSEC) for those who have been chronically unemployed to exempt themselves from the harmful effects of labour legislation.
