Unemployment
South Africa has one of the world’s highest unemployment rates. This mass joblessness is caused primarily by government policy. The Free Market Foundation advocates a wholesale liberalisation of the labour dispensation, and the adoption of a Job Seekers Exemption Certificate (JSEC) for those who have been chronically unemployed to exempt themselves from the harmful effects of labour legislation.

The steps taken must offer hope of economic betterment to the millions of South Africans who are jobless and unskilled. The purpose of this paper is to suggest a way in which this can be done.
Abolish NSFAS; fund careers instead
NSFAS asks whether an applicant is poor enough to receive the money. It does not seriously ask whether spending the money in the proposed way is likely to make that applicant less poor.
