Rather than addressing and combating real crime, the state is increasingly concentrating its efforts on criminalising victimless offences, diverting attention and resources away from more pressing safety concerns. 

The manifesto outlines the 4Ds:

• Definition: Properly scope and define the crime problem in South Africa. 
• Development: Develop more prisons and capacitate the police.
• Decentralisation: Decentralise policing powers to provincial and municipal spheres of government. 
• Decriminalisation: Reduce the number of unnecessary interactions between peaceful civilians and armed police by decriminalising victimless crimes.
