In this week’s feature article, Eustace Davie appeals to President Ramaphosa not to sign the National Minimum Wage (NMW) Bill into law until provision has been made for easing the lot of the unemployed. He points out that even in the Socio Economic Impact Assessment produced by the Department of Labour mention is made of research showing that from 200,000 to more than 800,000 people could lose their jobs as a consequence of the institution of the NMW. He shows that the barriers to entry into the job market are unconstitutional and suggests that this problem could be overcome by issuing job seeker’s exemption certificates (JSEC’s) that free the unemployed from the labour laws and allow them to enter into agreements with employers of their choice on any conditions that are acceptable to them.

Mr Ramaphosa, like most South Africans I am relieved that you have ascended to the country’s highest political post. However, you of all people know that you start your Presidency with an economy in deep trouble – and one in which the unemployed have been almost completely ignored.
