THE poorest South Africans have good reason to be disgruntled. Restrictive labour laws prevent 8-million of them from working legally for a genuine wage. Welfare payments, soon to reach 19-million, keep the poorest South Africans idle and dependent.
Under the national minimum wage, which Deputy President Cyril Ramaphosa has indicated is a case of “when, not if”, 7-million workers, or 45% of the total who earn less than the proposed R4,500 a month, will be newly vulnerable.
